Classified ads Platform (Matching buyers, sellers and intermediaries)

I want to act as a mediator between buyers and sellers and intermediaries.
The classified ads platform can be created with Wordpress by using a ready-made Script/Plugin and then be modified to my needs. If you have another cheap solution, just suggest.
Basic Information:
1. Login / Signup
2. Dashboard which includes:
*Ads List (User can see a list of all active ads and if needed use filters to find the perfect match)
*Create Ad (User can create an ad with all relevant details and possibility to upload files.)
*My Ads (User can see a list of his/her own posted ads and edit or delete)
*Ads I´m involved with
3. Profile / Account Settings / Logout
POST AN AD
*Post ads for free (fill the form, upload files if necessary and post the ad)
*Ads must be confirmed by Admin before they are visible in the Ads List
There will be 3 types of users:
1. Seller
2. Buyer
3. Intermediary
*Users cannot see the names of other people or a profile, and there is no direct messaging between users on our platform. Only Admin and our employees (sub accounts) are able to chat/talk with the clients.
*Users cannot see the uploaded files, only staff member and Admin can see the files.
*There is no payment module needed to have, as we don´t have any payments on the platform.
*Once a user likes an ad and would like to proceed, user will press button (proceed) and a workroom opens, and then only staff member can chat with the user.
*Staff member will then contact the user who posted the ad and act as a mediator between both.
*Staff member can then share the uploaded files with the user
*Staff member should have the possibility to open a group chat
*Ability to sign documents
*Language of Website (English)
*Responsive Design and Logo
*Frontend/Backend
*Website + Apps (iOS/Android)
