Chinese-Indonesian Bilingual Magazine Website

I need to build a website for online magazine, the prototype is at fengling.petra.ac.id
- Built using wordpress
- It needs to be bilingual (Chinese and Indonesian)
- I have active Elementor Pro and WPML subscription, so preferably it is built using those
- It must be responsive
- Needs to have a subscription form (to receive updates through email)
- Needs to have a registration form (for author and for editor)
- Author can login and write and/or translate post
- Editor can login and edit and publish post
- Website does not have cpanel, uploading is done through scp
