Building a WooCommerce custom Shipping Method plugin to be listed on the WooCommerce marketplace

We are a last-mile freight services provider serving small and large businesses using an extensive suit of digital tools including order management and live delivery tracking.
We are looking to build a WooCommerce plugin that will be listed on the WooCommerce marketplace. Online retailers should be able to use the plugin to deliver goods from a specified pickup point to the destination supplied by the online retail customer.
The features we need are:
1. Customised checkout fields which can be turned on and off depending on shipping method admin settings
2. Shipping option that can be selected by the online retail customer on the checkout page
3. A shipping rate that is constantly updated based on changes to checkout information such as address etc
4. A delivery order to be placed with our system when an online retail customer presses the "place order" button
5. Confirmation that the delivery order was placed on the "thank you page"
6. Delivery order info is saved on the WooCommerce order and can be viewed in the WooCommerce admin dashboard.
We already have some code written for points 1, 3 and 4 above but it's buggy and does not perform well. You would be able to use the existing code to understand how our API works, but you would still need to rewrite these components.
