Build me a delivery woocommerce plugin

Looking for a woocommerce-plugin that shows the delivery on the following places:
- entry header
- single product page
- cart
- checkout
- woocommerce email notifications
- any place through shortcode

I want to show/not show on specific places with checkbox, and add the delivery time as a shortcode manually. Furthermore, it needs to be compatible with WPML (string translation?).

It needs to be able to set a site-wide delivery time, category-based delivery-time and product-based delivery time with hierarchy/priority. Single product delivery time should have priority over category-based delivery-time and category has priority over site-wide delivery time.

In addition it should let me create preset delivery time, and an dropdown to select one of those preset delivery times.

Delivery time should also be based on stock status. If product is in stock, than show delivery X. If product is out of stock, than show delivery Y with automatic fallback.

Finally, I need to be able to style with css.

The goal is to always show the correct delivery time for any product based on stock status and product category.
