Build a Bilingual (BG/EN) E Commerce Website – Self Hosted, No Monthly Fees – BGN/EUR, COD, Mobile First and Desktop version, Fully Compliant with Bulgarian & EU Law

Project Description
I need a modern, fast, mobile first online shop to replace my old website.
I sell electronics and special purpose devices
I want full control of the site and NO mandatory monthly subscription fees.
The new store must be:
1. Bilingual + Multi Currency
• Languages: Bulgarian & English
• Currencies: BGN & EUR
• Language switcher + SEO friendly structure (/bg/, /en/)
• Both BGN and EURO Currency visualization, with correct rounding and tax handling (20% fixed)
2. Structure of menus:
- Home page/ Products/ Categories/Shipping and Delivery/ Contacts/Blog/Therms and conditions
3. Product Catalog (5–10 Categories)
I must be able to add/remove categories and products myself.
I need rich product pages with multiple images, specs, manuals, related products, etc.
4. User Experience Requirements
• Excellent mobile version (priority)
• Fast order process, guest checkout
• Prominent Phone / Viber / WhatsApp / Telegram contact button
• Strong search bar with keywords, suggestions, filters on price, availability, promo
• Clean, intuitive navigation

5. Shopping Cart
- Add to Cart
Users shall be able to add one or more products to the shopping cart.
- Cart Management
Users shall be able to:
• Name, address, email, phone
• update quantities
• remove items
• view subtotal and estimated totals
• apply discount codes (if available)

6. Payments & Shipping
• Required at launch: Cash on Delivery (COD)
• Support adding later: bank transfer, card payments (virtual POS), PayPal, ePay.bg, Apple/Google Pay, other gateways if needed
• Optional Courier integrations: Econt (branch selector, address checkout, label printing, COD flows)
7. Legal Compliance – already existing, only integration
The website MUST comply with Bulgarian and EU regulations
8. Security & Performance
• HTTPS, firewall, login protection, backups
• Excellent Core Web Vitals (fast on mobile)
• SEO ready structure, schema, multilingual sitemaps
• Analytics (GA4 or Matomo) respecting GDPR/cookie consent
9. Admin Requirements
I must be able to manage the whole site without developer assistance:
• Add/edit products, categories, pages, prices
• Manage orders, returns, COD shipments
• Export data (orders, customers, products)
• Training + documentation included
10. Migration
• Import usable content from old website (manual or automated)
• Set up redirects to preserve SEO

Preferred: WordPress + WooCommerce (self hosted)
(Other self hosted options like OpenCart or PrestaShop are acceptable if you justify the choice.)
NOT accepted: Shopify or any SaaS that forces monthly subscription fees.
