Affordable Wordpress Developper with Elementor Experience

I am looking for an affordale wordpress developper for regular work.
The work will consist of creating wordpress websites using elementor, creating logos, graphics, doing some coding at times to edit plugins, or themes...etc.
Fixed or hourly.
The sites are mostly in French and German and some in English.
I prefer someone who understands French.
If you don't understand either, then know that you still have to develop in the final language. I don't want stuff developed in English for me to translate in the end.
