Wordpress WP job board with access for premium only [read first - SPAM protection]

I would like to create a job board where I post jobs for freelancers, but only premium freelancers can see the job details and write the client a message
Requirements
1. Client can register and post, edit jobs.
2. Jobs have a title, location and description (no Logo, Images, Maps)
3. Contractor can see jobs if he is premium (paypal, invoice)
4. Contractor can write to client if he is premium
If you can build me something like this from existing plugins, then I hire you to do the set up. Write me for it in your answer: "Hello Dennis, I know suitable plugins for it" Because there are so many spammers here.
