Project Requirement: WordPress Plugin for Data Entry, Management & Frontend Display

I am looking for a fully free WordPress plugin (or a custom-developed plugin) that supports complete data entry and management from both backend and frontend.

The plugin should allow the following features:

1. Form Creation (Backend)
Ability to create multiple forms from the WordPress admin panel
Each form can have customizable fields (text, number, dropdown, etc.)
Forms must be usable for frontend data entry via shortcode

2. Data Entry
Frontend data entry: Users should be able to submit data using the created forms on the website
Backend data entry: Admin should also be able to add data from the dashboard

3. Data View (Grid/Table View)
View all submitted data in a grid/table view in:
Frontend (via shortcode)
Backend (admin panel)
Data must be sortable and paginated

4. Data Editing
Frontend: Provide option to edit submitted data
Backend: Allow admin to edit any record

5. Search & Filter
Search and filter options should be available in:
Frontend data table
Backend data table

6. Other Requirements
Must be free plugin (no paid features required)
Should support shortcode to display:
Forms
Data table
Search form
Deliverables
Suggest suitable free plugins OR
Develop a custom plugin fulfilling the above requirements
