The TNF 'Coming Soon' Page (by the excellent PI, Nifty) is currently disabled, so you can see the current TNF development site as is.
The TNF Site has a very simple flat structure with its core function, the Inoreader RSS API embedded/integrated on the Home Page, plus several Menu Options for mainly static Folders of information/images, using File Manager Advanced+FMA Shortcodes, some Menu Options using Forminator Pro Forms (done), and simple WP-Members Membership +Subscriptions+Payments set-up (done).
TNF site is using the Blocksy Theme.
The TNF website already has completed Main/Top/Footer Menus.
(check live dev site).
Also carefully check latest annotated Menu/s 'screenshot' attached that quite exactly describes the function/target of EVERY Menu Option. And all other attached screenshots

NOTE: TNF has a Inoreader PRO sub to enable easy access to the API.
Many essential and useful Plugins have been installed and configured.
This include a range of essential 'back-end' apps such as WordFence, Akismet, Real Simple SSL, etc ; and front-end apps such as -

The key functionalities needing implementation are:
- Complete any unfinished Menu Options. Mainly just adding FMA Shortcode to existing static Page/Folder.
For the Menus & Menu Options, the biggest task is to create or organise the sub-menus for - User Registration, Login, User Preferences, User Settings, User Profile, User Membership/Subscription, mainly using the extensive options in installed WP-Member PI. plus Forminator, WPCode, Shortcodes Ultimate, and normal WP Menus/Pages of course.
Subscription Plans have already been created within WP-Member (a great app btw)
So new Members should be able to register and sign up to a Subscription Plan (incl Free Forever), subsequently sign in to the website.

I am eager to work with a skilled friendly co-operative professional who can help bring my True News Feed vision to life; however my budget is very limited as this is a NFP site and I am paying from my Age Pension.
Before you quote/bid, you MUST have read in full all the details I laboriously wrote, and check the current TNF dev Web site, and check all the attached screenshots I attached, and check Inoreader app and Inoreader API doco and information, and asked any questions and/or made any relevant comments you want.
Your questions, comments, and suggestions are essential and always welcome.
At least daily updates and discussion are essential, using messages I guess, although that is not a good tool for project management. If we both agree, I have a good tool for this we could use - YouTrack.
If you believe you possess the necessary skills and experience for this project, please don't hesitate to discuss and bid.
I remind you that I have very extensive experience in IT systems, Web, and UI design, so I will be helping and/or giving advice and/or instructions where necessary/useful, and, as mentioned, I have already done most of Menu/Pages and Plugin set-up and configuration.
