ms word wizard to create user friendly template

we require a ms word wizard who can create us a template from a manually created document.
goal is that non-experienced persons are able to use the template and cannot destroy a commonly defined design
Ideally you can create a template as a protected form, so that users are not able to corrupt a template design at all.
