Typeset PDF into Word Document

I have a scanned copy PDF that needs to be typeset into a Word document. The document is approximately 90 pages long. I have attached a sample for reference.
Key Requirements:
- The final Word document must be an exact match to the scanned PDF in terms of formatting.
- Use standard fonts, such as Times New Roman, instead of the original fonts in the PDF.
