Retype a Scanned Document urgent job

I have an 88-page scanned document and already someone did a word doc but I notice that the numbers have not been formatted correctly, Seems they just typed them in rather than using the numbering in Word, This will need to be corrected, that I need completely retype including creating headings (3 levels), TOC, section breaks between each section, recreating flowcharts (not just taking the image from the scanned document), recreating tables, etc. It should be as if it is the original document.

Noted: need to fix that problem within 2 hours max
