Report Template

I am looking to create a template for a Word document/report I have to produce. I have tried and can sort of manage applying styles to headers of various types and to captions for pictures, figures, etc. but then the numbering goes all wrong. I have attached a mock-up of the layout giving some idea as to what the outcome should look like.
Apart from the Title pages, etc. I want Chapter Headings or Titles, Section Headings, Sub-headings and sub-sub headings with numbering per chapter so
Chapter 1
1.1 Section heading
1.1.1 Subsection heading
1.1.2 Subsection Heading
1.1.2.1 Sub-Subsection Heading
1.1.2.2 Sub-Subsection Heading
1.1.3 Subsection Heading
1.2 Section Heading
etc.
And the same for every chapter (chapters 1 to 8)
Then I want the Figures and Tables to be numbered consecutively so Figure 1, Figure 2, etc. and the same with the Tables. This numbering should be automatic, so if I insert a Table or Figure in between other figures the numbers should all update.
The figures and tables should all be able to update into the List of Figures or List of Tables
And all headings (from Chapter headings to sub-sub-sub headings) should be updated into the List of Contents.
Please advise if you can do this and, if so, how much you would charge?
