Microsoft Word expert to format document

Hello,
I have a MS Word document that I need to format and be able to save as a pdf.
1. having trouble with the Table of Contents (when I try to save as pdf the formatting goes away.
2. Need the privacy disclaimer that is on the second page to appear on first page
3. Need the Table of Contents and Glossary to be without numerical page number. It can be i and ii but 1,2, 3, 4, 5 should be for the actual write up and should be 1-`15 since there is a 15 page limit requirement.
4. Proof read to make sure all charts and graphs are optimized and the document looks nice in general.
5. send back in both MS Word and PDF format
