Clean up Document formatting

Hi Freelancers, I have a document that needs to be cleaned up. I need the full functionality of Microsoft Word.
With an ability to Update the Title Page as needed, Utalizing Headings and formatting to do so. Also there are inconsistencies with the Subheadings and Indentions in the document.
The hierarchy should be in Normal Numeral Format. I am giving you a sample of the document. the entire document runs about 120 pages but it is heavily spaced and most of the formatting is complete.
There are 2 files the word and pdf, the pdf has some markups for what I expect.
