Automate Formatting in Microsoft Word or Google Docs with Macros or AI/ChatGPT

We are looking to hire someone who can help build a macro or use a program to do the following with a document in Microsoft Word or Google Docs:
1) Make sure all the headings are formatted the same way (Must be a) bold, b) underlined and c) in all capital letters
For example:
THIS IS THE CORRECT HEADER
This is the wrong header
2) Perform a spell check
3)Keep the indentation consistent.
4)Change the fonts to the same size (ie Size 12 font)
5)Change the fonts to the same type (ie all words should be Arial)
6)Automatically insert a table of contents
7)Insert customizable headers and footers
In terms of the workflow we will upload or copy and paste a document and then expect a function to occur that exports the file the way we want it.
QUESTIONS
1.How will you achieve this (ie Macro, ChatGPT)?
2.If you are using Chat GPT how much would it cost for a 100 page document?
3.Can you do this for Google Docs as well as Microsoft Word?
4. Are you able to give us an admin panel? For example, so that later we can change the font from Arial to Times New Roman without knowing how to code.
