Person who can build an AI tool for Estimating

We are looking for an AI Expert who can create an AI tool for us. The AI tool will help us shorten the work done in all the estimates we need to send out. This AI tool should have it's own website where we can drop files and download files or upload on the internet (eg. sharepoint/onedrive)

The following will be the required works the Estimating AI Tool will do:

Step 1- PDFs converted to Excel files with exact formatting retention.
Requirements:
- Maintain exact words, columns and rows to match to PDFs
- Include all images
- Special attention to:
- Tables and charts
- Hyperlinks and references
- Headers and footers
- Exact wording and characters, and fonts


Step 2- After conversion, the AI tool scans the whole document with keywords, it will then match with the provided rates sheet (We will be providing a cost/rates sheet as basis) and will put in the rates automatically based on keywords. This excel sheet should be editable in cases of proofreading and cross checking.

Step 3- There should be a calculator of all the rates on the bottom totaling costs of the items, with line item of GST including and the total cost including GST. After which, there should be a button we can click (upload to drive or download)
