need help with my website

i need help regarding my website ,
recently i was using a security plugin called siteguarding.com
but yetrday i removed this service but he did some changes in my website like i am not able to upload plugin getting error"Access is not allowed. Please contact website webmaster or SiteGuarding.com support. Blocked IP address is 103.209.223.49. If you are the owner of this website, please login into your account https://www.siteguarding.com/en/login and add your IP to allow list."
i think he did some code chages in my wp file .my slider also not working due to this ip ristriction .i removed his all plugin from my website but still getting error
