Stripe pre-authentication system for Woocommerce website

I need to build a system that will automatically create pre-authorization charges at a given time within a Woocomerce order lifetime. The project can be developed in any language, as long as it can interface with Woocommerce (for Input/Output) and ideally Slack (output only).
