Import the shipping rates from the spreadsheet into a WooCommerce store. I have installed Flexible Shipping Pro, Flexible Shipping Import/Export and Flexible Shipping Locations.
I recommend making use of those plugins, reading the documentation, studying the spreadsheet and work out the best way to import the rates.
