Fix PHP Project Local Setup

I need a fresh set of eyes to make a small-to-medium PHP codebase finally run on a local machine. The project launches fine on the production host, yet it refuses to start on my Windows workstation.

Current context
• OS: Windows 10/11
• Target runtime: PHP 7.x (no specific extensions beyond a standard WAMP/LAMP stack)

What I’d like you to do
1. Spin up the package on your own workstation or VM and get it running end-to-end.
2. Identify every configuration, dependency, or code issue that blocks execution on Windows.
3. Deliver a concise report and, if possible, a patched copy or clear pull request so I can reproduce success locally.
4. Suggest next steps for hardening: environment checks, composer tweaks, Dockerisation, or other best practices—whatever you find most appropriate.

If you sort this out smoothly, I’m open to an ongoing arrangement for further feature work and maintenance. I’ll provide the zipped project and any credentials or environment variables you need as soon as we start.
