Fix AdsBot 403 Forbidden Error

My WooCommerce store is failing Google Ads checks because AdsBot gets a 403 Forbidden response on every crawl attempt. The site sits behind Cloudflare, so I suspect a rule, firewall setting, or header configuration is blocking Google’s crawler, but I need a solid diagnosis and a permanent fix.
What I need from you:
• Identify exactly why AdsBot receives the 403 (server-side rule, Cloudflare WAF, .htaccess, plugin, permissions, etc.).
• Apply the appropriate adjustment—whether that’s whitelisting Googlebot IP ranges in Cloudflare, tweaking security rules, editing the server configuration, or updating WordPress/WooCommerce settings.
