Add tooltip to price suffix woocommerce

Hello,
I'dd like to have a tooltip with the follwing text to the woocommerce price suffix "ex vat":
If you live in the EU, vat comes on top. Business don't pay vat.
Details:
- it should be on product archive page AND product single page.
- it should be translatable with WPML
- It should be subtle and look nice.
- The tooltip should be activated on hover and click.
- I'll give login on staging. I want the code and instructions to instal on live version.
