Wix music track tagging sub-websites

Hello,
We need a developer that is capable of doing the following request.
We need to create sub-websites on Wix that only a client and the company will have access to.
On there we need you to program an application that will preform this set of actions:
On the company side:
- create a sub-website for a new client
- upload a .wav file
- create a set of tags that will be used for the track tagging
- export the final table consisting of a tag name and timestamp
on client side:
- pressing play and tagging the track in real time as the music is playing by selecting the chosen tag
- displaying the tags and having option to add options to them
- ability to edit the tags later
