windows 7 firewall rules -- 2

I have the attached firewall rule setup on my windows 7 system.
As per the rule, all the said IP's in the scope are blocked to communicate irrespective of their port or protocol.
Now I need this rule in place, however I need to give TCP port 8145 open to all the IP's in the scope. I tried creating a new rule that allows port 8145 (TCP) , but that dose not work.
