32 bit Outlook 2016 win 10(upgraded from 7) loading white screen

It has worked for the past few months fine

I have tried

Quick + online repair
64bit works but we need 32bit for another app
Turn off graphics acceleration
Uninstall graphics and reboot to allow reinstall
Tried different exchange account(it's 2010 btw)
