Windows printer queue Notification

I am looking for someone who can write me a software or batch file that will check print queue for individual printer and if there is a print job stuck in print queue for longer than .. let say .. 1-2 minutes, there will be a pop up show on the screen to informed that there is a job stuck in print queue for the printer.

The software need to be able to add multiple printer , network or local and the job is just to check if there is anything stuck in the print queue and pop up....
