Windows 10/11 image deployment

We are looking for somebody who can develop
procedure/script for Windows 10/11 deployment
using WDS from Windows server 2019/2022 or some
other low cost of free tool

where during deployment we need:
- regional setting applied (language, time, date, numbers) - non-English
- added to domain with certain computer name
in addition to this, if can be automated:
- logged in to machine as designated user for that machine (if possible)
- configured office365 (if possible)

Deliveables are:
- scripts
- proces documented
