Windows Startup program needed to only allow one application to run

im going to have two users
one admin - with one password that will allow all access whole laptop
and second user - that when logs on it will automaticcally open a program and block everything else on the laptop

I have it done on one laptop. It blocks all access to windows and the drives.

Would it be easier to transfer everything from old laptop to new laptop. It has similar specs
