I need a Windows application developed for monitoring and managing operator workstations. The application should function as a background service, interact with a server via REST API, and be capable of processing commands for locking/unlocking. The UI should be a minimalistic lock interface.

- The client application should send and receive data to and from the server periodically.
- A functional installer is required for ease of installation.
