Windows Bulk Email Blaster App -- 2

I need a talented software developer to create a Windows-based application for sending bulk emails. The project will require:
- Login (Users will be managed on cloud. We have admin panel ready for users. You just need to send request to server for authentication. We will send response.)
- Proxy with IP Rotation
- VPN enabled
- real-time validation of email addresses before sending
- Bounce Handling::remove bounced email addresses from the list to avoid sending to them again check
- Throttling to to avoid sending too many emails in a short time frame.
- Option to import data file
- Option to upload senders .json credential file/SMTP file.
Ideal skills and experience for this job include:
