Windows-Based Database Application

The application will only be used on Windows computers. This is a pilot project for my work, which may turn into a long-term development project. For now, I need an application that will populate a list of approximately 400 industrial equipment machines from a database (I have a .XLSX as a source file). The application will allow the user to enter a string into a Textbox, which will instantly update the list of Equipment to the right, to only show Equipment that contains the string in any field. When the user selects a listed Equipment, the Components which are part of that machine will be displayed separately on the same window.

If the initial design and development is acceptable, future development will be as follows: When a component object (such as Motor #1, Compressor #3) is selected, the user will be able to select one of the following: Ultrasonic, Thermographic, Phase Sequence, Waveform, or Current Balance. Doing so will populate a textbox for notes, as well as a list of files which have been added.

I will need to have a lot of control on how a file is opened. For example, I don't want the application to try to download a file to a directory when the user clicks on it. It needs to be opened, such as with a Windows shell operation.

Please explain what language you would like to develop it in, and why.
