Windows Automation Scrpit/Program

I'm looking for a windows script/program to do the following.
-Read text in an excel cell
-Copy & paste into windows folder search to find the closest matching file (folder has over 100,000 similar files in there. Program needs to match name with the most accurate file)
-Drag into another program
-Repeat
