Windows/Android application for sport judjement -- 3

I am looking for a developer to create a Windows/Android application that will primarily focus on both platforms. The key feature of the application will be score tracking, with additional functionality such as timer functionality and athlete/team management. I require a modern design for the application. Ideal skills and experience for this project include knowledge of Windows and Android development and UI/UX design.

The computer operator authorizes the tablet: he enters the name of the judge and the judging category - A1, A2, A3, A4, E1, E2, E3, E4, D1, D2, L1, L2, HJ and transfers this information to the tablet.
On the start screen on the tablet there should be: the name of the judge, the category of the judge - at the top of the screen. There should also be a competition logo and arbitrary text that can be written by the operator from a computer. For example: Dear judge "PIB", welcome to the competition. There should be a field for entering a grade for the performance and a "Send" button
The operator from the computer, every time before the performance, sends data to the judges' tablets with the name of the participant and his starting number, age category (NDmini, ND, AG, Jr, S) and type of program (IW, IM, MP, TR, GR) . This information is displayed during the performance. Next, after the performance, the judge enters the score for the performance in the format 0.01-10.00). There should be a field for inputting the rating and a button - "SEND". Also, there should be a countdown for the score to be sent (45s) This score is sent to the Head Judge (HJ) tablet. This tablet should display the scores from all the judges (for example: A1 - 8.1, E2 - 7.9...), an input screen and a "Send to operator" button. The Head Judge (HJ) reviews the scores from all judges. If the Head Judge (HJ) agrees with the scores from all judges, then the Head Judge (HJ) sends all these scores to the operator's computer. If the Head Judge (HJ) sets a deduction in the format 0.1-1.0 , the (HJ) enters it in the input screen and all this information is also sent.

Now you need to make a program on the computer. The operator must accept scores from 10 judges and the head judge (HJ).
There will be a total of:
- 4 judges from Artistry - A1, A2, A3, A4;
- 4 judges from Execution - E1, E2, E3, E4;
- 2 difficulty judges - D1, D2.
- 2 referees on the line - L1, L2
- 1 Chief judge - HJ.

After receiving results from all judges, the program should output the following results:
1. Average score for Artistry (E).
It is calculated as follows: Out of 4 scores from judges A1, A2, A3, A4, max and min scores are not taken into account. Among the remaining two grades, the arithmetic mean is calculated.
2. Average score for Execution (E). It is calculated as follows: Out of 4 evaluations from judges E1, E2, E3, E4, max and min evaluations are not taken into account. Among the remaining two grades, the arithmetic mean is calculated.
3. Judge's grade for difficulty (D): D1/2
4. The overall score of the performance, calculated as follows: A+E+D – L1 – L2 – HJ.
5. Athlete's place in the appropriate category and type of program. The higher the score, the higher the place.
