Translate Mammogram ROI to Clock Position

I need a desktop software prototype that translates the position of a Region of Interest (ROI) on a breast mammogram to a clock-face position. The software should take two 2D images from a mammogram, which are at 45 degrees to each other, and correlate the ROI position to a clock-face position. The clock-face will have 12 o'clock at the top of the breast, 6 o'clock at the bottom, and 3 o'clock and 9 o'clock on the sides, with the remainder of the positions filling in between.
Key requirements:
- The software needs to be developed for Windows OS.
- The input format for the 2D mammogram images will be DICOM.
