Provision access to software to new Windows 10 account

I have a Windows 10 account that was set up as a local user instead of with a Microsoft login.
When I create a new login, I lose access to the software.
How can I re-allocate this to be used with the new account and do away with the local account?
I need help immediately with this issue.
