Innovative Image Pixelation Program for Printing

A skilled developer with expertise in creating a Windows program for dynamically pixelating images (not simple machine or grid pixelation). This specific program should have the following functionalities:
- dynamically pixelate any imported image into mathematical and non-mathematical shapes in various styles with user adjustable settings and configurations
- adding additional shapes into the created shapes in separate layers to create more complex outcomes
- export of the pixelated images as layers into photoshop, vectorized and/or rasterized 300dpi files
- The program should have intuitive interactivity with user friendly adjustments, selections and editing
