Exe for Windows

I need the development of a program (no matter what language it is written in) that is an exe for run on Windows 7 and above that does the following:
When launch the program, it asks for a URL and then it is minimized. Next in background every 35 seconds (the number of seconds could also be requested when you start) access that URL and if it receive a response other than 0, present a window on the screen above all othres program in the user desktop that shows a text in large letters that says “Hay un nuevo pedido de GoMorfi!” and also play an mp3 file (I'm going to provide it to you) and a button than when is clicked put crhome on the front page and close the alert.
Basically it is an alert system for a restaurant that has several programs open on its screen and needs to prioritize when an external order comes in.
I need it quite urgently.
