Custom Steam Achievement Timestamp Tool

I need a Windows-only utility that can unlock any achievement for games I already own and assign a custom date and time to the unlock — including dates many years in the past.
This tool must work locally only, by editing the relevant userstats or similar Steam files stored on my PC. No API calls, no Steam server interaction.
