Creating an empty app into a real app

I wanna to create an empty app contain 2 softwares to scan a QR code
The first 'launch of .exe' is has a QR code (1) , which when the victim scan it, his account will be logged in!
After 2-3 minutes he got an automatic error! (Unable to connect)
2) If the user re-launch the app, he will keep all the times seeing the real app, i just wanna let the user open it the first time to see my emulated QR code, after the relaunch of the exe app, he will keep all the time seeing the 'Real App'
Is this can happened?
