Copy of a windows app

I need an application that measures the distance between two screen pixels. Visually the program needs to be a copy of http://www.iconico.com/cardioCaliper (trail version attached.) The program needs to include a new caliper/ruler graphic (use attached image as a reference.) Needs to run on Windows 7.

This is a two-phase project:
The first phase is a copy of http://www.iconico.com/cardioCaliper/, with all features excluding key-generation/license handling.

The second phase will include the addition of a few additional features.
