Browser website Problem

When using google chrome and going to www.hotmail.com the screen does not load properly. There are a lot of things missing from the webpage and the login button doesn't work. Need someone to help me resolve this problem.

The client machine is running windows 7 32 bit, connected to a server with windows 2012.

I believe something is wrong with the client machine, settings or something.
