Advanced Crosshair Tool with Pixel Color Recognition for Windows OS -- 2

Ability to create a pixel color recognition function or patern recognition function with enhanced settings for the user to adjust it's speed/range in recognition.
Now the simplest parts: create a crosshair with multiple settings a few extra features explained below and a bit of aesthetic to make the app and the sliders pretty.
1)I need a developer who can create a tool on specifically Windows OS (10 or 11 retrocompatible).
2)The tool must be able to display a crosshair on the EXACT center of my screen (of course with the setting to move it in case).
Why EXACT center ?
All games do it seamlessly, whereas all the third party apps like Crosshair x, genie, v2, hud sight and so on fail to do so.
There is a slight offset that makes the crosshair a few pixels to the left and if adjusted a few pixels to the right.
3)Talking about those apps, i'd like to have some of their features, like saving a maximum of 10 crosshairs and each crosshair saved being completely customizable:
(Expressed in pixels)
Size: starting from 1, length of each line of the crosshair
Center gap: the distance starting from the center set initally at 0 pixels
Thickness: how many layers of pixels each line of the crosshair has.
Outline: layer of pixels surrounding the crosshair lines, it's settings are color change, dimensions starting from 0 pixels and opacity from 0 to 255.
4)Additionally, for a special feature that can be toggled, this tool should possess advanced pixel recognition capabilities, enabling it to identify specific colors or intricate patterns on the screen and change automatically color to the most visible one (so the best contrast possible, example: black background-white crosshair, white background-black crosshair) based on what's on the center of the crosshair.
There should be a setting to increase the range of detection measured in pixels from the point of origin of the crosshair( possibly the exact center) ,the time that it takes to shift to a different color and how many time it analizes the screen and a setting that can override the refresh rate of the panel that will consume more resources.
With these settings you can avoid having the crosshair changing color at the minimum pixel color transition.
5)The panel below linked is an oled.
I need to know if the tool could be compatible with every type of monitor panel since lcd works with zones that can be lit, mini led with smaller zones, whereas oled can self lit/turn off every single pixel. Is the color detection on oled going to be better than mini led/lcd?

6)The tool must also be able to run(and be able to set it to run) in the background without closing itself off unless you go on the system tray and manually close it.
The tool should work fine in windowed, fullscreen windowed and especially in fullscreen exclusive mode. Desktop and outside of the game so that i can always have it on, have a startup exclusion so it can load in while turning on the pc.
Some aesthetic to make the tool pretty and menu management to make it easy to understand and accessible.
The tool must not trigger any anticheat nor contrast with any softwares like riva tuner statistics, nvidia or any app that can record the screen.
