control windows service remotely

I need a software to be created where I will install it on my Windows clients' desktops, and through a remote server I will be able to start and pause a Windows service, and also be able to configure it for automatic startup, that is, whenever the client turn on the computer the database is able to start the service.. in short i want to control a windows service remotely
