Windows Server 2019 Unable to Boot/Loop Recovery

Greetings,

I am writing this email as I have issues regarding our Windows Server that you may be able to assist me with.

Currently we're facing an issue which our server is facing looping which unable us to boot into normal Windows boot. This happen because of we are doing an upgrade to one of our application version inside our server. In order to upgrade the application, we have rebooted the server before the upgrade process. We have rebooted by select the "Update and restart" option. Unfortunately, the server keep looping into Recovery Mode and we are not able to boot into normal and safe mode.

Kindly be informed that our server is running with Windows Server 2019 Standard.

After that, the server boot into an error as below. You may also refer to the attachment A.

Error: Windows Failed to start. Stuck at Windows Boot Manager.
File:\Windows\system32\drivers\wd\WdBoot.sys
Status: 0xc000000d
Info: The operating system couldn't be loaded because a critical system driver is missing or contains errors.

We have make some research and troubleshooting of the above error. Below are all of our troubleshooting process:

1) Running command bootrec.exe /fixboot

We have done steps by following this link starting from minute 1:30 - 4:26: https://www.youtube.com/watch?v=jEQP_XTxwvE

but we having error message Access is denied when run bootrec.exe /fixboot. Kindly refer to the attachment B.

2) Update Windows OS manually with ISO

We have attached SW_DVD9_Win_Server_STD_CORE_2019_1909.4_64Bit_English_DC_STD_MLF_X22-29333 ISO into our IPMI console. This is the same ISO as our existing Windows Server 2019 that we use to install before this. Kindly refer to the attachment C. We have reinstalled and update manually the Windows Server 2019 by upgrading and choose as keep data.

For your information, we don't want to lose any data and erases the data.

During the process, we're having error when click Upgrade option:

“Compatibility report

The upgrade option isn't available if you start your computer using Windows installation media

If a copy Windows is already installed om this computer and you want to upgrade, remove the installation media and restart your computer. After Windows has started normally, insert the installation media and run Windows Setup.”

Note: The troubleshooting 1 and 2 are the guide given by Microsoft livechat support, but can't be fixed.

3) Running command bootrec /scanos

We have tried to run this command and the results is there is no Windows installation identified by the scanner.
