Windows Server and Small Network Setup

I am looking for a freelancer who can assist me with setting up a Windows Server and small network for my business. The primary purpose of this network setup is to connect servers and workstations to a network.
Requirements:
- Experience in configuring Windows Server
- Familiarity with setting up small networks
- Ability to troubleshoot and resolve any network connectivity issues
Specifics:
- Windows Server is already installed, so the freelancer should be able to work with the existing version
- There will be 1-5 workstations that need to be connected to the network
I currently have a network set up, but it was never completely working as I could only get one login to access everything. We suddenly lost the ability to connect to the server. We have a new server that was almost all the way set up, but when it got to the part where I had to switch the internet access control to the new server, I was afraid of moving it in case I could not get it to work because then I would have no internet. I would like someone who knows how to do this to finish configuring the new server and set up the network so that we all have access to the new server, an additional file server and the 3 workstations.
I don't know if this can all be done remotely since there are a lot of cables and things to connect, but I would be happy to help with that. If it needs to be on-site, I am in San Diego, CA, US.
THE NEW SERVER CURRENTLY DOES NOT HAVE ACCESS TO THE INTERNET, but perhaps you could help me set that up.

2. The Windows Server will control internet access.
3. Three workstations will be able to connect to the network and access files from the server and file server and other workstations.
4. Active Directory will be configured for three users.
5. User permissions and access to files will be configured.
6. All computers will be able to access the internet.
7. Basic network security and firewall will be configured or installed.
