Windows Server 2022 Printer Permissions Fix

I'm dealing with a problem on my Windows Server 2019+, where printer permissions are not applying correctly for specific user groups. I need a professional who can troubleshoot and resolve this issue efficiently.
The issue is that when creating a printer using powershell command Add-Printer and specify the printer permission SDDL to admins and specific user only everything is ok and other users can't see this user printer but, if other users have their print dialog open the printer show up for them but they can't print to it.
