Windows Server 2022 KMS Activation Issue (Backwards Compatibility)

We've been using Windows Server 2016 for our KMS server but since the new Server 2022 came out, those Servers won't be able to activate with the old 2016 KMS since Microsoft doesn't allow that.
We've set up a new KMS with Server 2022 and it works fine to activate for other 2022 servers but not the older versions 2016/2019. It should theoretically work and they should use the 2022 key from our new KMS according to the Microsoft Documentation, but they're not appearing in the KMS server list after running "cscript slmgr.vbs -ato".
