Windows Server 2019 Failed to start. Stuck at Windows Boot Manager : 0xc000000d

Error: Windows Failed to start. Stuck at Windows Boot Manager.
File:\Windows\system32\druver\wd\WdBoot.sys
Status: 0xc000000d
Info: The operating system couldn't be loaded because a critical system driver is missing or contains errors.

This happened after Windows update & reboot the server.

but we having error message Access is denied when run bootrec.exe /fixboot.

Then, she advice us the reinstall and update manually the Windows Server 2019 by upgrading and choose as keep data.

FYI, we don't want to lose any data and erases the data.

Then, we're having error when click Upgrade option:

“Compatibility report

The upgrade option isn't available if you start your computer using Windows installation media

If a copy Windows is already installed om this computer and you want to upgrade, remove the installation media and restart your computer. After Windows has started normally, insert the installation media and run Windows Setup.”

Need assist and advise us for further steps since this are high priority critical and urgent issue.
