Windows Azure VM, SSL cert troubleshooting (experts only)

We have new Azure Windows VM (Server 2022 Datacenter Azure Edition) that will not allow a site to bind to an SSL cert that works fine in other Azure VMs. The SSL is properly installed in Certificates -> Personal. When attempting to bind it to a website the error occurs- “A specificied logon session does not exist. It may already have been terminated. (Exception from HRESULT: 0x8007050520)

You will need to troubleshoot using a screen sharing session. Azure implementation experts only please.
